Latest Update on Revised Rules of Ph.D. admissions

UGC Chairman M. Jagadish Kumar stressed the importance of using the National Eligibility Test (NET) to provide greater flexibility to students in higher education. He underlined that now, students can use their NET scores to apply for PhD programs in various institutions, thereby increasing their opportunities for academic advancement. Additionally, Kumar highlighted the biennial administration of the NET exam, which increases students’ chances of getting admission into their preferred PhD programs.

Starting from the 2024-2025 academic session, the UGC is encouraging all higher education institutions (HEIs) to integrate NET exam scores into their PhD admission processes. As per the official notification of UGC, effective from June 2024, NET candidates will be classified into three eligibility groups:

  1. type 1: Admission to PhD with Junior Research Fellowship (JRF) and concurrent appointment as Assistant Professor.
  2. Category 2: Admission to PhD without JRF along with appointment as Assistant Professor.
  3. grade 3: Especially admission to PhD programme.

What is a PhD?

PhD is a globally recognized academic qualification/degree awarded to students/candidates who successfully complete and submit their dissertation or thesis. The thesis or dissertation is based on extensive and original research work in the field of their choice or expertise. Usually, it takes up to 5 years to complete the research work, collate the information collected, draw conclusions and finally present the thesis. This degree is awarded by universities after extensive examination of the research work of the candidate.

What is UGC NET?

UGC NET or University Grants Commission National Eligibility Test is a national level eligibility test conducted to select candidates for the post of Assistant Professor and Junior Research Fellowship (JRF). After successfully qualifying UGC NET, candidates are eligible to apply for various jobs of Assistant Professor in various universities and colleges. Candidates who qualify for JRF get stipend and other facilities by UGC to pursue PhD. After their PhD, they can apply for the job of Assistant Professor.

Following are some of the eligibility criteria that students need to know before applying for PhD:

  • Master’s degree in relevant subjects with 55% marks from a recognized university is a common eligibility criteria for PhD programs across India.

Now coming back to the question, “Is UGC NET necessary for PhD?” According to the new rule it is necessary to fill the affiliated university 60% of PhD seats are through National Eligibility Test (UGC NET) or Junior Research Fellowship (JRF) qualified students. The remaining 40% seats will be filled through entrance examinations conducted by universities/colleges. However, it is always advisable to qualify UGC NET or JRF for better chances of jobs and promotion in future.

Students who have qualified for Junior Research Fellowship (JRF) will secure admission to PhD programs through interview as per UGC Regulations 2022. For candidates falling under Categories 2 and 3, admission to PhD programs will be determined by giving 70% weightage. For test score and 30% for interview or oral assessment.

Qualifying a national level eligibility test like UGC NET allows recruiters or universities to understand your status and qualifications at the national level. Secondly, qualifying for JRF helps the candidates financially. PhD courses are expensive and under JRF candidates get stipend and some other facilities like HRA etc.
