Government of India has allocated Rs 6000 crore for this ONOS initiative and a unified portal will be launched for seamless digital access to 13000+ international journals.

What is the full form of ONOS?

ONOS stands for One Nation One Subscription. Copying its name, objectives and vision behind One Nation One Subscription is to provide unbiased, nationwide access to high-quality research resources, encourage innovation and align with India’s vision of self-reliance and development by 2047. Students may be confused about whether they have to pay any fees or anything for this, but actually the Govt. The Government of India has allocated Rs 6000 crore for the One Nation One Subscription initiative, which covers the cost of accessing international research journals and scholarly articles. This means that students, faculty and researchers from eligible government institutions can access these resources free of charge, removing financial barriers to knowledge through a centralized digital platform.

Timeline of One Nation One Subscription

  • Acceptance of ONOS Initiative: On June 2, 2022, the Committee of Secretaries officially approved the ONOS Initiative, marking the formal start of this national project.
  • Formation of major committees: In August 2022, the Planning and Execution Committee and Cost Negotiation Committee were established to oversee the planning and cost negotiations of the project to ensure smooth progress.
  • Publisher Talk: Four rounds of negotiations were held with major publishers from December 2022 to May 2024. The purpose of these discussions was to finalize the conditions and agreements for access to scholarly journals.
  • Financial Support: On November 8, 2024, the Expenditure Finance Committee approved the ONOS Memo, which provides critical financial support required for the implementation of the initiative.
  • Cabinet approval: The ONOS note received Cabinet approval on November 25, 2024. This step was important in moving the initiative towards implementation.
  • Launch of ONOS: The first phase of ONOS started on January 1, 2025. This marked the beginning of the rollout of the project, which provides integrated access to scholarly research e-journals.

How do I access ONOS Journals?

The Department of Higher Education and INFLIBNET play a key role in coordinating and facilitating access to a vast range of scholarly resources. INFLIBNET, an autonomous inter-university center of the University Grants Commission (UGC) is ensuring that students get smooth digital delivery of e-journals through eligible institutions.

An integrated portal has been created to provide seamless and easy access to the journals, enabling students, teachers and researchers to locate and utilize the resources efficiently. To maximize the utilization and awareness of ONOS, the Department of Higher Education, along with State Governments, will carry out information and education campaigns, ensuring that the target audience is well-informed about the initiative and its benefits.
